Only Paraguayan-source income is taxed

Ley 6380/2019 makes the personal income tax (IRP) a tax on rentas de fuente paraguaya. Income from activities carried out, assets located or rights used abroad is not within it, and local-source income is taxed at 8%–10% (services) or a flat 8% (capital). There is no wealth tax and no separate inheritance tax in the national tax code.

Residency without an investment

The standard temporary residency under Ley 6984/2022 asks for identity, civil-status and police documents plus a sworn declaration of your occupation — not a property purchase or a bank deposit. Investors who want to skip the two-year stage can use the SUACE route from US$70,000.

Cheap, quiet, and generous on absence

Government fees are under Gs. 3 million per application, the cédula is issued by the Policía Nacional soon after approval, and a permanent resident only loses status after more than 3 consecutive years away without justifying it to the DNM.

Probably not the right fit if…
  • People who cannot handle a Spanish-language, in-person bureaucracy — the DNM states the process is personal and presencial, and every foreign document must be apostilled and translated by a matriculated public translator.
  • Anyone expecting a fast permanent card without capital — the standard route is two years of temporary residency first, and permanent residency requires proof of economic solvency from a defined list.
  • Those who assume a Paraguayan card alone ends tax residency at home, or who want a statutory day-count test — Paraguay's tax law defines residents without a 183-day rule, so your home-country exit still has to be done properly.

The residency pathways

These are the categories the DNM operates today under Ley 6984/2022 and its regulations. Figures and document lists are the official ones as of 8 September 2026. The old 'arraigo' route is not a current category.

Residencia Temporal (standard route)

Almost everyone — remote workers, retirees, professionals, entrepreneurs — who wants a legal card without investing.

  • Passport or national ID; consular visa only for nationalities that need one; proof of entry (stamp or boleta migratoria)
  • Birth certificate and civil-status certificate, apostilled or legalised, translated into Spanish
  • Police clearance from your country of origin — or from the country you lived in during the last 3 years — apostilled, valid at national/federal level, required from age 14
  • Interpol certificate and the Policía Nacional 'Certificado de Antecedentes para Extranjeros', both obtained in Paraguay
  • Sworn declarations before the DNM of respect for the Constitution and of your profession/activity and Paraguayan domicile; fee Gs. 2.926.925

Residencia Permanente (change of category)

Temporary residents at the end of their two years who can show they support themselves.

  • Apply within the 3 months before the temporary card expires (up to 1 month after, with a fine of Gs. 702.462)
  • Paraguayan cédula and temporary card, plus four local certificates: Policía Nacional (foreigners), good conduct, judicial record and Interpol
  • Proof of economic solvency from the DNM annex — e.g. IPS registration or a registered employment contract; a professional degree stamped by the MEC plus IVA/IRP returns; a remote-work certificate stating income and how it is paid (apostilled and translated); a property title registered within the last 2 years; or a pension certificate showing the amount

SUACE investor route (direct permanent residency)

Investors who want to skip the two-year temporary stage by putting capital into a Paraguayan business, tourism project, financial instrument or income-producing property.

  • 'Constancia del Inversionista' issued by the Viceministerio de Industria y Comercio via SUACE — minimum investment US$70,000 (productive), US$150,000 (tourism) or US$200,000 (financial), or equivalent in guaraníes; real-estate investments need a registered deed or notarised sale contract with at least 30% paid and cannot be for personal or family use
  • Proof of funds (last 3 months' bank statements or investment titles), sworn declaration of origin of funds, and a project profile with mandatory half-yearly progress reports
  • Then the DNM file: the standard identity, birth, civil-status and apostilled police documents, Interpol and Policía Nacional certificates, and the Constancia in original plus two certified copies
  • Fee Gs. 2.926.925; Certificado de Radicación Gs. 234.154

Your tax position once resident

Territorial taxation, and how residency is defined.

Ley 6380/2019 (Modernización y Simplificación del Sistema Tributario Nacional) creates the Impuesto a la Renta Personal (IRP) on income of individuals 'residentes en el territorio nacional' (art. 49), but only on rentas de fuente paraguaya: income from activities carried out in Paraguay, assets located there or rights used economically there (art. 48). The statute contains no 183-day or 120-day test; the INR regulation (Decreto 3181/19, art. 2) treats an individual as fiscally resident when they hold permanent residency under the migration law. The DNIT (dnit.gov.py) administers the system.

  • Foreign-source income is outside the IRP. Art. 48 treats personal services performed abroad as Paraguayan-source only when rendered to Paraguayan IRE/IRP taxpayers — so salary or fees from a foreign employer or foreign clients, and dividends, interest and gains on assets outside Paraguay, are not taxed in Paraguay.
  • Paraguayan-source personal-services income is taxed at 8% on net income up to Gs. 50,000,000, 9% to Gs. 150,000,000 and 10% above (art. 69) — and only once your gross local services income exceeds Gs. 80,000,000 in the year (art. 62). The annual return (Formulario 515) is due by the end of the third month after year-end.
  • Local capital income — rents, dividends from Paraguayan companies, interest, gains on Paraguayan assets — is taxed at a flat 8% (arts. 57 and 60). Exempt under art. 56: pensions, interest on bank deposits, gains on stock-exchange securities and sales of movable property under Gs. 20,000,000 a year.
  • No wealth tax and no separate inheritance or gift tax exist in the national tax code, which is limited to income taxes (IRE, IDU, IRP, INR), IVA and ISC. Note that art. 57 lists certain gratuitous transfers and unexplained wealth increases as capital income at 8%.
  • IVA is 10% in general and 5% on residential rent, real-estate sales, basic-basket foods and registered medicines (art. 90). Independent service providers register for IVA with the DNIT.
  • Tax residency certificate: the DNIT issues a Certificado de Residencia Fiscal under Resolución General 65/2020 within 10 working days, valid for 1 year — taxpayers need a RUC and a clean compliance record; non-taxpayers apply with cédula and migratory proof. This is the document you use against your old country.

From decision to residency card

The order matters: apostilles and police certificates expire, and most authorities want everything dated within a few months of filing.

Choose the route and the timing

Standard temporary residency for most people; SUACE if you have US$70,000+ to invest and want permanent residency now; family or MERCOSUR routes if they apply. Check whether your nationality needs a consular visa before entry — the DNM will ask for it.

Collect and apostille at home

Birth certificate, marriage/divorce certificate and a national-level police certificate from your country of origin (or the country you lived in during the last 3 years), all apostilled. Have them translated into Spanish by a matriculated Paraguayan public translator, or by a foreign public translator with the translation apostilled.

Enter Paraguay and get the local certificates

Keep your entry stamp or boleta migratoria. Obtain the Interpol certificate and the Policía Nacional certificate for foreigners in Asunción, then sign the two sworn declarations at the DNM when the file is lodged.

Lodge the file in person and pay the fee

The DNM states the procedure is personal and presencial; a lawyer or gestor can follow it up for you. Pay Gs. 2.926.925. You hold 'residente precario' status while the temporary file is decided, which allows exit, re-entry, study and work.

Cédula, RUC and the solvency trail

After approval, the Policía Nacional issues your cédula with the same validity as the card. Register a RUC with the DNIT if you will have local income, and start building the solvency evidence the permanent-residency annex will ask for — IPS or contract, IVA/IRP returns, a remote-work income certificate, a registered property title or a pension statement.

Convert to permanent and close the loop at home

File the change of category in the 3 months before the temporary card expires; the permanent card and 10-year cédula follow. Then request the DNIT's tax residency certificate (RG 65/2020) and finish your old-country exit file — see the Exit sites.

Living there: the practical facts

The things people ask us after the paperwork: money, health, language and a roof.

Banking

Accounts are opened in person with your cédula and, for local income, a RUC; expect source-of-funds questions. The guaraní is the currency, US-dollar accounts are common, and the DNM accepts bank-evidenced income (transfers, deposits) as part of solvency proof.

Healthcare

Ley 6984/2022 lists no health certificate or compulsory insurance among the residency documents, and art. 8 guarantees access to health care regardless of migratory status. Employees contribute to the IPS; most foreign residents buy private cover for Asunción's private hospitals.

Language

Spanish and Guaraní are official. Every DNM step, form and sworn declaration is in Spanish; foreign-language documents must be translated by a matriculated public translator (Portuguese documents from Brazil are exempt).

Property

Foreigners can own titled property; a title registered in the RUN within the last 2 years counts as solvency proof for permanent residency, and real estate qualifies for the SUACE investor route only if it is not for personal or family use. IVA on property sales and residential rent is 5%; ask about the border-security-zone rule before buying rural land near a frontier.

Do I have to live in Paraguay full-time?

No. Ley 6984/2022 (arts. 54–55) removes permanent residency only after an unjustified absence of more than 3 consecutive years, and temporary residency after more than 1 year, unless the DNM has authorised the absence. Two practical caveats: you must be in Paraguay in person to lodge each file, and the permanent-residency annex asks for real evidence of income or resources, so a genuine footprint helps.

How is Paraguayan tax residency triggered?

Ley 6380/2019 makes individuals 'resident in the national territory' the IRP taxpayers (art. 49) but sets no day count; the INR regulation (Decreto 3181/19, art. 2) treats a person holding permanent migratory residency as fiscally resident. You will see a 120-day rule quoted by advisers from the pre-2019 regime; it is not in the current statute text we reviewed. Because the tax is territorial, the practical question is source, not days: only Paraguayan-source income is taxed either way.

Can my family come?

Yes. Spouses, parents and grandparents can be admitted as 'dependientes' of a resident who supports them, and children aged 0–17 are a separate 'NNA' category exempt from proving solvency — both parents sign, or the absent parent gives notarised consent. Spouses and children of Paraguayan citizens go straight to permanent residency.

Is there a path to citizenship?

Yes. Article 148 of the Constitution allows naturalisation for adults with a minimum of 3 years' residence in Paraguay who exercise a profession, trade, science, art or industry in the country and have good conduct. Multiple nationality is admitted only under a reciprocal treaty (art. 149), so check your own country's rules on retaining citizenship.

What are the government fees?

Gs. 2.926.925 for temporary residency (including the precarious-residency stage) and Gs. 2.926.925 for permanent residency or change of category; Gs. 234.154 for the Certificado de Radicación or a data change; Gs. 468.308 to renew the permanent card every 10 years; Gs. 702.462 fine for overstaying a transitory permit. Apostilles, translations, police certificates and any lawyer or gestor are on top.

Do I need a lawyer?

The law does not require one — the DNM says the application is personal and in person — but a lawyer or gestor can follow the file, book the Interpol and Policía Nacional certificates, and handle the SUACE side if you invest. Can I keep working remotely for a foreign employer?

Yes, and the DNM annex explicitly recognises 'trabajadores a distancia o nómadas digitales' — a work certificate stating your income and how it is paid, apostilled and translated, is accepted as solvency proof for permanent residency. For tax, services rendered from Paraguay to a foreign employer or foreign clients are not Paraguayan-source under Ley 6380 art. 48 unless the client is a Paraguayan IRE/IRP taxpayer, so that income is outside the IRP.
